Yagokoro-Omoikane is the deity the other deities turn to when they need a plan. In the myth of the heavenly rock cave, when Amaterasu shuts herself in and the world goes dark, it is Omoikane who works out what to do. The name is read as gathering wisdom from many directions at once, which is why he is called a deity of wisdom rather than of any particular craft. The Kisho Jinja, the weather shrine in the grounds of Koenji Hikawa in Tokyo, was dedicated to him in 1944 by the army unit that did the country's military weather observation, on the reasoning that a forecast is a judgement made from many kinds of evidence at once.
